Thailand Cannabis Regulations 2025–2026: What Visitors Should Know
Thailand reclassified cannabis as a controlled substance. Overview of current regulations and how they affect medical access.
What Changed in June 2025
Thailand's cannabis regulatory framework underwent significant changes with Ministerial Announcement B.E. 2568, effective June 26, 2025. Cannabis flower was reclassified as a controlled herb, ending the period of relatively unrestricted access that began with decriminalization in June 2022.
Current Regulations
Medical prescription required: As of June 2025, purchasing cannabis from any dispensary in Thailand requires a valid medical prescription from a licensed practitioner — including medical doctors, TTM (Traditional Thai Medicine) practitioners, pharmacists, or dentists.
On-site medical consultations: Many licensed dispensaries employ on-site practitioners who can conduct consultations during visits. The process typically takes 5-10 minutes. Consultation fees vary by facility.
Possession limits: Prescriptions are limited to a 30-day supply. Patients must be able to produce their prescription if asked by authorities.
Public consumption prohibited: Consumption of cannabis in public spaces, beaches, temples, parks, and areas near schools is prohibited under the Public Health Act. Fines range from 10,000 to 25,000 THB, with potential imprisonment for violations.
Advertising prohibited: Article 9 of Ministerial Announcement B.E. 2568 prohibits all direct and indirect advertising of cannabis products across all media channels.

Following the June 2025 regulatory changes, over 7,000 of approximately 18,400 licensed cannabis shops did not renew their licenses. As of early 2026, approximately 11,136 active dispensaries remain in Thailand according to Ministry of Public Health data.
